DISPOSAL OF ASSETS
Tender Reference: PAT/AD/002/2026
Ports Authority Tonga (“PAT” or “the Authority”) invites interested individuals, businesses and other eligible bidders to submit sealed tenders for the purchase of fixed assets approved for disposal by the Authority.
The assets offered for disposal include electrical equipment, building materials, kitchen equipment and other miscellaneous assets that are surplus to operational requirements, have reached the end of their useful economic life, are damaged or non-operational.
1. BASIS OF SALE
All assets are offered for sale strictly on an “AS IS, WHERE IS” basis. PAT gives no warranty or guarantee, express or implied, regarding the condition, quality, fitness for purpose, functionality, safety or remaining useful life of any asset. Bidders are responsible for satisfying themselves as to the condition and suitability of the assets before submitting a tender.
2. ASSET LIST AND TENDER DOCUMENTS
A detailed Asset Disposal Schedule, including asset descriptions and locations may be obtained from the Finance Division, Ports Authority Tonga, Queen Salote Wharf. Bidders must clearly identify the asset and each item on which they are bidding. Bidders may submit offers for one or more assets.
3. INSPECTION OF ASSETS
Interested bidders are strongly encouraged to inspect the assets before submitting their tenders. Assets will be available for inspection at the Ports Authority Tonga premises, Queen Salote Wharf, during the advertised inspection period, Monday to Friday between: 9:00 a.m. and 3:00 p.m. Inspections are by prior appointment only and must be arranged through the Finance Division to ensure appropriate access and coordination. Failure to inspect an asset will not constitute grounds for withdrawing or varying a successful bid after the tender closes.
4. SUBMISSION OF TENDERS
Tenders must be submitted in a sealed envelope clearly marked:
“CONFIDENTIAL – TENDER FOR ASSET DISPOSAL – PAT/AD/002/2026”
and addressed to:

5. total amount offered, where applicable; and

6. EVALUATION AND AWARD
Tenders will be evaluated in accordance with PAT’s approved asset disposal procedures and applicable requirements. PAT will generally seek to obtain the best value reasonably achievable from the disposal process. The highest offer may normally be preferred where all applicable requirements have been satisfied; however, PAT reserves the right to consider other relevant factors affecting the disposal.
PAT reserves the right to:
- accept or reject any tender;
- reject all tenders for a particular asset;
- withdraw any asset from the disposal process before an award is made; and
- cancel or amend the disposal process were reasonably necessary.
PAT is not bound to accept the highest or any tender.
7. PAYMENT BY SUCCESSFUL BIDDERS
Successful bidders will be notified in writing. Full payment of the accepted tender price must be made to Ports Authority Tonga within seven (7) working days of the date of the notification of award, unless otherwise stated in the award letter. No asset will be released until full payment has been received and confirmed by PAT.
If a successful bidder fails to make payment within the required period, PAT reserves the right to cancel the award and offer the asset to another bidder or otherwise dispose of the asset.
8. COLLECTION AND REMOVAL
Successful bidders are responsible, at their own cost and risk, for the collection, loading, transportation and removal of purchased assets.
All purchased assets must be removed from PAT premises within the timeframe specified in the award letter.
Bidders must ensure that removal activities are carried out safely and without causing damage to PAT property or disruption to port operations.
Ownership and risk in an asset will pass to the successful bidder only after full payment has been received and the asset has been formally released by PAT.
